This Mémoire was an appeal from Paine to Monroe for his release from prison, proclaiming his innocence. No English copy of Paine's September 1794 MMS has yet been found (TBC).

According to Conway, this was a poor translation. This appeal (in English) was later added as an appendix to Paine's Letter to George Washington (1796, PA: Bache), castigating his old military comrade for dishonourable behaviour. Several paragraphs are missing from this American version, probably omitted deliberately by Bache.
