This Memoir can be found in the Archives Nationales (Vincennes) under GR/1/M/1422 (Reconaissances, Plans et Projets: Angleterre), Dossier 67, p.1-15 & 17-31. The translator Madgett provides a summary of the second part of the Memoir on p.15-16. The first half of the Memoir, like Hamilton Rowan's 1794 Memoir, was intended to provide an account of the readiness of Ireland to support any potential rebellion should French assistance be forthcoming. The second part was about what Ireland needed to do in the event of such assistance. Madgett added his own comment on p.31, under 'Suite de Memoire', which called on France to reach out to Irish patriots in America to provide agents and money towards this enterprise.
