Wolfe Tone arrived in Paris from America in February 1796, having travelled on a false passport under the assumed name of James Smith and probably wrote his essay in the same month. It focused on the alliance between Catholics and Dissenters within the United Irishmen and warned that France should send a large enough force to prevent a civil war while issuing a manifesto disavowing any notion of conquest and inviting the people to establish a national convention which could then form a government. The object was to attain Irish independence and guarantee France a committed ally in her war against England.
