Paine's prefatory letter to the president of the Convention, which introduces his speech from 21 November 1792, explains that due to his inability to speak good French he is entrusting his speech to the president so that it can be read out during that morning's sitting. He believes that it's vital for France's interests that whatever their verdict, the King comes to no harm.
He also tells him that he is sending a copy to London to be printed in the English newspapers.
