Vincenzo Dandolo contributed the introduction and conclusion, but the bulk of the work was probably written by Giuseppe Compagnoni (see Marcello Savini's Introduction to the modern edition of 'Gli uomini nuovi' (Bologna: CLUEB, 2004), pp.5-7. Ivana Pederzani instead believes Dandolo to be the main author 'I Dandolo: dall'Italia dei lumi al Risorgimento' (Milan: Franco Angeli, 2014, p.89).

Dandolo and Compagnoni were living as exiles in Paris at the time, and were close to the idéologues and the group of the Institut National. Their booklet has been read as their contribution to the myth of Napoleon in support of the consulate as the manifestation of a 'republic of savants', a constitutional government led by reason and wisdom. Public education was heralded as the 'solution' to the problem of the moral and political 'regeneration' of mankind.
