P. ix-x: 'At a crisis when all the states of Europe are threatened with political changes and convulsions, resulting from new doctrines and theories on government and legislation, the sentiments of a great and celebrated writer, who shuns each extreme, and is the blind partizan of no cause, are of extreme importance.
