Summary (extracted citations)
Epigraph: 'To arms! Republicans! To arms!'. From the Preface: 'perhaps your readers may discover, that even Austrian cruelty cannot only be equalled, but even exceeded by Englishmen'.
Notes
The translated proclamation is prefaced by a paragraph signed Titus Andronicus. It is aimed at likening the 'abominable barbarities' committed by the Austrians and the émigrés to the excesses committed by the English army under the command of the Duke of Cumberland. An extract from Smollet's History of England is attached as proof.
