In the advertisement Howard claims he smuggled a copy of the French original out of the country and had it translated to show his countrymen what horrors despotism can do in countries without a free constitution. Also reproduces the French editor's preface, explaining that liberty is dead in France, painting a bleak picture of despotism since the reign of Louis XIII.
