Charles-Louis Boubers was born in Aire-sur-la-Lys, Pas-de-Calais. He completed his printing apprenticeship under his father, Henri-François de Boubers, in Saint-Omer.

He was active in Dunkirk as a bookseller before being allowed to start work as a printer in Lille by a Council decree on 28th January 1782, after several attempts in Amiens (1777), Dunkirk (1778), and Douai (1780).

Boubers was a propagandist of new ideas during the Revolution.
