Before the revolutionary period Rostagni worked as teacher in the Royal schools of Vercelli, near Turin. In 1785 he published a manual of geography and he puts a quote from Rousseau's Emile. in 1798 he was called to be part of a commission to choose school texts for Piedmont under the French authorities. Rostagni also presented manuals to the same commission whose he was member. This unfair manoeuvre was criticised by Ranza in his journal Anno patriotic.
