Vaughan’s text "displayed a thorough familiarity with both French and Scottish sources on commercial theory and policy, and advocated (among other things) replacing Britain’s protectionist trade restrictions with mutually beneficial free trade agreements... [it] stands as one of the... fullest celebrations of Smithian political economy and free trade".
