Pougin seems to have moved his operation frequently, being based at: 21 rue des Écrivains (1790), 51 rue Mazarine (Sept 1790–1791), 1602 rue Mazarine (1791–1792), 3 rue de La Michodière (Aug 1792 – July 1794), 9, 61 & 65 rue des Pères (Oct 1794–Jan 1798), Au Magasin de la librairie française in Milan (1798); and finally 39 rue Saint-André-des-Arts (1807–1808?).
Established as a printer in Paris from 1790, joining the Club typographique in November 1790. From December 1792 until at least July 1794, he collaborated with Laurent-Mathieu Guillaume (dit "Guillaume junior"), becoming the official printers for the MInistry of War.
Publisher of several journals, including Le Postillon (edited by "Courageux", Sept–Oct 1790), L'Oracle français (1791) and Le Régénérateur, journal politique et littéraire" (Sept 1797). Also published under the rubric 'Bureau central d'annonce et de correspondance pour la librairie et les arts'. Married Emilie-Catherine Couret de Villeneuve (probably the daughter of the publisher and writer, Couret de Villeneuve) in April 1794. Stopped publishing in Paris in 1798, reappearing "au Magasin de la librairie française" in Milan. Reappears in Paris after 1807, now based in rue Saint-André-des-Arts.
