Assez d'hommes calomnient les gens de bien et les citoyens utiles, il faut les venger de la seule manière convenable, en publiant leurs oeuvres. Pour moi, je saisirai la première occasion de rendre justice à Liancourt, et je vous engage à y concourir en publiant promptement son ouvrage… c'est en répandant des idées utiles que les gouvernemens s'affermissent, c'est-à-dire se font aimer, car c'est la même chose".

In the letter, Duquesnoy explains that he has received a manuscript from of their former colleagues, know for his liberal views and patriotism but who wishes to remain anonymous. Cabanis has already reviewed the English version in the Mercure Français (nos. 29-30 & 32) but he would like to publish a fuller version and his serial publication, 'Recueil des Mémoires etc.' (also in database) has ended with the replacement of Neufchateau as Interior Minister. If you agree that it is worthy of dissemination I will arrange its publication. Roederer agrees wholeheartedly, and regrets the interruption of the publication of the 'Recueil' (see quotation above).
La Rochefoucauld-Liancourt fled France in 1792, and emigrated to the United States, after receiving a warning that he and his cousin could be targets for revenge, following the attack on the Tuileries on 20 June 1792 and the King's arrest. His cousin was killed in August.
In the Avertissement, the translator explains that he has omitted the extensive appendix, as well as much of the detail concerning the current poor provisions of 118 English villages, which he doubts will have much interest for the French reader. However, he believes that the general overview this highly regarded work ("justement estimé en Angleterre") presents of the legislative history of English assistance to the poor, could prove very useful to a "France, agitée par les secousses d'une grande révolution", yet still lacking any, "systeme d'assistance pour les pauvres". He also explains that he has moved some parts around to give his partial translation more coherence so that "leur réunion pouvait former un ensemble plus complet, et frapper le lecteur de plus de lumieres". He has translated the author's preface and introduction in full in order to reveal the author's intentions in writing this detailed study, his methods and the difficulties he encountered in gathering his material.
