Notes

In the preface, Lezay complains of the legal impossibility of discussing the French Constitution of 1793. He will therefore discuss the Constitution of Pennsylvania instead, on which the Constitution of 1793 was based. He will compare it to the Constitution of Massachusets, which he considers wiser and better balanced. He calls for a division of power in order to prevent a return of anarchy and despotism. Lezay addresses the French people and calls on them to finally establish liberty under a strong and stable government which works for the public good.
