'Lue dans la séance du 7 Novembre 1792, l'an premier de la République. Imprimée par ordre de la Convention nationale et envoyée aux 83 départements'. The translator is anonymous, but given the involvement of Margarot in drafting the original address, he may have been the one to translate it. Hardy in his memoires notices that the address was published by all French newspapers, and later copied in all English newspapers (probably translated back into English). Hardy, Memoir, p. 95.
