Translation of the 1774 source text. Dedication to John Howard (who edited the first translation in 1780). Containing the preface from the French editor. A new appendix was added containing an abridged version of Linguet's Bastille memoir. Short review in Analytical review, vol. V, p. 96: 'Excepting a neat print of the Bastille, this pamphlet is nothing more than a re-publication of the tract which Mr. Howard procured with difficulty in France, and printed in London in the year 1780, both in French and in English'. In reality it was a new translation.
