Notes

Barére's denunciation included a transcription of letters and notes which appeared to prove British involvement in spying and sabotage activities in France. His speech invoked Cato's call for the Roman republic to destroy Carthage, “One day the nations of Europe, terrified by… the excessive corruption of the British government will realise Cato’s vow. This modern Carthage must be destroyed”.

Rochedieu p. 311 mentions (Earl) Charles Stanhope as the author (or rather editor) of these letters but this seems highly improbable.
