Notes

This treatise, which reiterated Paine's demand for universal suffrage, may have been originally written to circulate in Holland where 'The Rights of Man' was not generally known. It was used to influence the ongoing National Convention debates on the new Constitution, and dedicated to his colleagues as proof of his continuing attachment to France. It was read before the Assembly on 7 July 1795.

The close collaboration between Paine and Lanthenas – who introduced Paine's speech and openly supported its views against the vast majority of deputies – at this time, suggests his role as translator, if not collaborator on the original text itself, which cited from Lanthenas' 'Droit de cité, exercice de la souveraineté du peuple français' (June 1795).

Originally published in French, it was translated into English in Paris (same printer), London and Philadelphia (Omrod & Conard).
