Son of an architect, he rejected his family when he took the name Publicola Chaussard.

Taught by Charles-François Dupuis at the collège of Liseux. Author of 'La France régénérée' (1791). He worked in the Girondin ministry as a high official in the newly conquered Belgian territories from December 1792. On his return to Paris he was made secretary to the Paris Commune and then chef des bureaux for the Committee of Public Safety. After 9 Thermidor, he is made Secretary General for public instruction under the Minister of the Interior.

He was a member of the Theophilanthropy Society.
